No, it's not Windows 2000 and it never will be.
They did take some of the best parts of windows 2000 and turned it into an all purpose/home/office/multimedia/small business/cash register/coke machine/microwave oven/popcorn maker- OS.

windows 2000 has no relation at all to win9x and never did. It's roots go back to the first NT version released with win3.1 .
It doesn't "run on the same kernel". It's "built on the NT kernel" .
They've had more than enough time to fuck it up for XP.

Again, it works fine. It's a very interesting OS actually. There is loads of software, you just won't find it looking in the new releases section ;)
