It's also easier for P2P software to retransmit a small bad file (15MB each) instead of retransmitting an entire 700MB file!
On newsgroups you can just download a parity file (par or par2 file) or of course one of the missing rars, so you don't need to send the entire movie again (as Chewie said...) ;)
