They already do on large well know sites such as SuperNova and the like...
it means that suprnova is a target for copyright enforcment. most notably the MPAA (motion picture assosciation of america) is using public trackers (such as suprnova) and logging the IP's of those transfering copyrighted movies.
private trackers are the way to go :)
