make a selection first with one of these tools, when you have something selected you can go to the 'edit' menu and 'stroke' - you'll see the options for line thickness etcQuote:

or while you're still using the selection tools, just right-click inside the selection and you'll see the options - stroke/fill etc

the selection tool at the top of those 3 is the 'marquee', for selecting squares/circles (hold down shift while dragging to keep it square/circular - shift/drag also adds to an already made selection, holding alt/drag subtracts from it)
the one underneath that is 'lasso', for freehand and line shapes (shift to add to the area, alt to remove parts of it), and 'magnetic' for following colour boundaries/edges (holding shift keeps the line straight, clicking alt sets a new point in the line)
holding down those 2 tool buttons will give you the extra options, and when something is selected you can use the 'select' menu for things like feather/smoooth/expand etc
then right of that is 'magic wand', for selecting areas of the same/similar colour (again shift adds areas to the selection, alt subtracts)
if it's for a stroke all the way round the outside of the pic, just go to the 'select' menu and click 'all', then use the stroke from the 'edit' or right click menu
also have a look at the help menu in photoshop and search for 'selections', 'marquee' etc - lots of pics to help explain things
