Do your essay as prescribed by your school. If you are taught to put word counts, conclusions, bibliography etc then do it. Dont drop marks that may be available.:)

Back in the days of slate and chalk when i was at school the rule for essays was:
Tell them what you are going to tell them
Tell them
Tell them what you told them
So i would say that a summary should always go at the end.
