Damn, I remember when I first got a 28.8 baud modem I thought that was fast.

ConNitric 317.16 Kb/s = 39.645 KB/s thus if you want your transfers to run smooth set your upload bandwidth to 36 or so... that's about the best that you can do without flooding your upload bandwidth, remember you need a little extra bandwidth so when your downloading at a good speed your client can keep sending those acknoledgement packets...
