I am not sure about this policy, I have a friend who has been a member for 13 weeks and has only downloaded 1 DVD-R to date (4gig) and has basically only logged in and out of the site and still is active.

It's definitely a great site, I find it's very near to on-par with TL. Glad they closed signups. Hopefully it will only improve from here. No idea what to do with all these invites though =P

As you said he "has basically only logged in and out of the site" this counts as being active. The rules about being deleted after 7 days with nothing uploaded/downloaded are only referring to accounts with NOTHING up/down. Once you have downloaded or started seeding something, you then do not fall into this category anymore.
