You could ask SOL what the situation is at FileHeaven. He has been a prominent member there for more than a half-dozen years, and might know the inside scoop.
Much of the same material also gets posted on Phantom P2P, which is an open site. (but then something that's easily attainable often makes it a lot less desirable in the minds of many people)
If you don't mind navigating a Chinese website, VeryCD is by far the biggest ed2k site on the planet, and a lot of the files posted on that site, software especially, are in English.
