There's no way a tracker can limit your download speed. You're right on that membership isn't required to download their torrents, though. As far as I remember guests could initially only access new upload, but that restriction was lifted around last year.

And if you can find a working .bg proxy. I do have an account there, but I don't want to bother with proxies and such. I miss the days everyone could access the place, as it was an excellent tracker.
