Some observations I've made while going through the list:
HDBits China probably needs a new review.
HDDX - not dead, the new URL is http://hddx.haldrie.com/ - may need a new review too.
SceneXpress - heard it's coming back, so let us know when it does. Will probably require a new review.
Tv Torrents - has stats, but they're broken?
nTorrents - morphed into pwnnetwork.net. Please post stats and a new review if you're a member!

Some trackers do not make the amounts of seeders and leechers (and sometimes even members) publicly visible. Those will be marked as such in the first post, and for them we'd prefer statistics attained via XBT's /stats, PMing a staff member on the tracker, or your own estimates, in that order.
I've just (re)added those to the list, and flagged them according the information they're missing. The legend is as follows:
1 = the amount of torrents may not be available
2 = the amount of members may not be available
3 = the amount of seeders may not be available
4 = the amount of leechers may not be available

On a sidenote, the most well-known trackers now have their respective acronyms next to the name, for your convenience. :)

On a sidenote, I'd appreciate some insight on DarkSide_RG, is it a tracker or forum? Should it be updated or removed from the WTO entirely?
It used to be a tracker many years ago, don't know for sure but I think I read recently that it was only a forum.

I also marked UTN as "[RIP]", given recent events.
maximum users does not count pending, so if you are a well sort after tracker and you open, the users can go over the max users as it will still let members in until pending become confirmed.
Or they may prune, had 17,000 members, but put max members down to 16,000 so no one could get in, the system has pruned 800ish in the meantime, so they have more members than slots, but if they keep pruning, the members will go down, and when it reaches 15,999 it will start to let users in again.
