I dont think "Don't Care" sould be considered as "Leave It Alone" or either as support to do so, if so they would most likely have voted "No" since that clearly requests to "Leave It Alone". These are perhaps people that don't even visit forums that may be affected by these suggested changes.
Actually if I wanted to play the other card I could say they "Don't Care" to have the changes done, so then those votes would become considered "Yes" votes as well.

"Don't Care" is simply that, a null vote, nothing more, nothing less, I don't think we should attempt to interput what they want since they "Don't Care" for a varity of reasons.
