noone really wants them? (aka a low demand). at least compared to other higher level invites.

if it is about rarity, so bithumen is pretty rare, especially since the mandatory rules you have to apply in order to get an invite(which is pretty hard in bithumen) or the no invite system.

indeed, invites at pedro are given after being 180 days in the tracker, and you can't overseed, so buffering is not an option to keep a high ratio.
