I think Torrent Damage should be moved up in terms of level.. It's been a while since they've stopped ALL invitations (although it is going to open up again... ) as levels are based on the scarcity/rarity of the invites only...
but does it seem fair to put it at the same level as TL/RevTT/SCC?

so these have nothing to do with quality?
how is all this judged exactly?
Like, I just did some quick math at a couple of trackers, and it looks kinda wierd.
For example, iTS is >10% the size of ScT or HDbits. HDBits gives out plenty of invites(you just have to wait a bit to use them), and ScT sells invites. iTS has no invites at all and avgs significantly fewer new people than a lvl 9 that I'm at. How is it possible that they're all level six?
Also, I see trackers that are offered on an unlimited basis at other trackers that are ranked below it. Namely, ScL and Music-Vids are both freely available to what members, yet are ranked higher...wtf? Shouldn't they go down to at least even with what.cd?
What about country specific trackers, like norbits and swedvdr?
Does it matter for Pedros that you can buy your way in for 5 bucks?

as for ScL and Music-Vids, not everyone on What.cd is a PU. But PU's on what get tons (~3) invites per month which is more than you could say for the other 2 sites.
i know quite a few people who use swedvdr that aren't from sweden. don't know about NB cause what use would that be to an english bloke.
i don't really know much about pedros; whether it should go down or up? I had the impression it cost 20$ to donate for axx but i havne't really been paying any attention to that. I don't think anyone else has mentioned a problem in Pedros level.
btw the WTAW is also based on Supply and Demand. for example everyone wants to get into ScT which is why it's where it is.

You're right that not everybody is a PU @what, but its only like 25 GB, its got to be a majority :-/ For pedros, its only $5 to get in ($20=axx+4weeks of free leech). I paid for access, and I'd do it again. JMHO
I think HDbits should probably go down one too, they have a steady user limit, but I've never had to try more than a couple of days to get someone in when they want, and I always have invites.
iTS should go up, or ScT should go down. I see ScT accounts and invites freely traded here and elsewhere all the time, I don't even think the staff cares that much. iTS does it pretty much the same as ex*** and FSC, and about the same rate I think. I couldn't tell you what the demand is, but I think it should go up at least one. On the other hand, ScT is approaching the user limit, so all that might change quickly.
BitmeTV should be higher than BitMe, I think it goes w/out saying that there are fewer invites and more demand. Lvl 5 I think.

Yes, eventhough it's 25GB at What, the site is still a hard to seed music site(small files and not a ton of activity). So there might not be as many PU's as you think. Remember that not everyone ups their own content. So raising your upload amount by downloading alone is not an easy task at that tracker.
And I think HDBits should remain at the level it's at for the moment. I've been trying to get a friend in for a week now. Everyday the site has been full. A couple others have complained about this lately too. So I don't think it should necessarily go down.
