Highlight one of them, go to the Trackers tab at the bottom and tell me what the "status" for the tracker is.

Timeouts can be caused by a variety of conditions, both on your and the tracker's side. That will only "fix" the problem for a while if his upload speed limit isn't the right one, and won't do anything at all if it's a tracker issue.
