Close, it is more a derogatory term for subset within the lower class. Though I don't think you really have to be lower class to be identified as a chav, as evidenced by the initial post in this thread.

As to where it comes from I recall from that terrible Julie Burchill's documentary that it might derive from Romany language. (That's gypo talk.)

"White trash" is the sort of American equivalent I think. If I understand the term.
