You should format your drive and run setup from the DOS prompt.
Or use a bootable CD.

I hope you can get hold of a clean, non-infected copy of Norton on CD or something.
Make it the first thing you install after Windows.
Make sure you run liveupdate (do it a couple of times untill Norton says you're up to date) before you scan your drives.
