The latest alpha of uTorrent decreases torrent usage when you browse the pages. But it's still better to deleted finished torrents as soon your out/in traffic ratio is over 1.

Yes, but it depends on the configuration of other parameters you have in Utorrent, and also what Other peers you are connected to.
One should patch TCP/IP and disable DHT, if you are using private trackers. Thats more than enough actually.
