i think many niche trackers (indietorrents, karagarga) offer nice forums to talk to like minded people which is good for recommendations and such; they also offer unparalleled content in their respective categories. Forums on trackers should be an extension to the tracker so users can interact and organize things related to the tracker, trackers that put the forum before the tracker suck.
