If you are getting your weed at a markup price, then it doesn't matter if it's your brother. It's still selling something for profit i.e. dealing.

If OlegL is getting his shit for free or at cost or growing it himself, then no he's not getting it from a dealer. But then again I seriously doubt any friends or acquaintances would be entertaining him with weed to sit by himself in front of his computer smoking.
