Computer Buzzing What is it?

lol u ppl n ur spam =D post whoresss, but anyways ummm if its the power supply fan that sucks lol but i thought it was the rack holdin the fan so i switched one of the fans and screwed it to the side panel (the fan that was moving), that seemed to lessen the sound a little but it still makes sounds

When it stops making a sound then you need to worry.

These are meant to be good for dealing with noisy case fans.

Those don't do anything unless the fan is poorly installed (loose) in the first place.

They can prevent steel panels from picking up and amplifying harmonic vibrations, although they won't make the fan itself any quieter.
