I decided to google and liked the first answer so I'll take that to be true.

It derives from fag-end. A very old word meaning the last remnant of something. So I guess originally it was used to term the last bit of a ciggie but eventually came to mean the whole thing.

Is this FST "Call My Bluff".

I'll go with a fag being a younger boy in a public school, who provides service to one of the older boys. Hence the fag is something which is sucked to provide relief from stress.
