Picketing is a form of protest in which people congregate outside a place of work or location where an event is taking place. Basically the picket line is the area of strike.

Jay Leno, Conan O'Brien, and Carson Daly crossed the picket line (They returned to work). Problem with the office is that they didn't cross the picket line (They didn't return to work). They choose to stay and strike. Many of the office actors are writers of the show as well thats why.
