What does this part actually mean?

It means accounts belonging to the n00b and Member ranks may be granted or removed access at the administration's discretion. Those of Poster rank (at least 30 days and 20 posts), donators and special groups are not affected.
Out of curiosity, how long does this feature generally lasts?
