I'm not sure about Waffles but What definitely does. With 130000+ users and 1000000+ torrents last time I checked, they're pretty much the largest tracker in the world.

I think OP wants a place for easy seeding and downloading,that is probably he use the word "swarm".as far as I know Whatcd,is quite a difficult to SEED!

It could be that he's looking for large swarms because that often makes it easy to seed back, but that's a different matter. :P
