Montreal is OK except people there drive like idiots. I mean like three abreast on a one lane on-ramp idiots. I only make note of this because it's so incongruous with how most of the rest of the country drives.
I think there is also a more well defined criminal element but like with most cities, you probably will never come into contact with it.

So in total, basically London or Paris or New York.
