I believe you are all reading this the wrong way. The way I take it, it is saying any account that is registered/invited and that user does not use it within 7 days (upload/download) it will be deleted.

The inactivity rules then vary according to user class...

But the friend which I referred to would be at the lowest user class thus I would expect that the strictest activity rules would apply to this class.

As you said he "has basically only logged in and out of the site" this counts as being active. The rules about being deleted after 7 days with nothing uploaded/downloaded are only referring to accounts with NOTHING up/down. Once you have downloaded or started seeding something, you then do not fall into this category anymore.
