Most do I think, but those sort of posts don't belong in those sections.
The guy was warned numerous times, so he knew the rules and knew them well. He was given plenty of chances to adhere and simply chose to ignore the rules.
There are alternatives as well. Sections on this board (like this one) are where members can post just about anything.
