How about now? I think the threshold may have been temporarily raised so that only accounts of Poster rank and above can download. If you have all followed the steps in the first post and still don't see the button, this is most likely the case.

Everything indicates it's 20 posts at the moment.

If you're thinking "how come he isn't even sure when he's staff", I don't blame you, but account postcount and age requirements have changed many, many times in the 12 years I've been here.
