You have to register at the browser game Travian.com, then go to their IRC server (irc.torrentleech.org:7011) then join the #invites channel and there you will get further information about how to register.

Well, they have added almost 1,000 torrents in about two weeks and five days. That could mean it's on it's way to being a hot tracker.
