guys this is not the place to discuss politics, in any case portugal ain't the worst of them all, in case you don't know we are better served than the majority of the countries in matter of isps, and more, portugal teaches worldwide class engineers, and finally we see some use of that with the venezuela agreement, otherwise we wouldn't have the chance to build there and provide electronic material

Use a transparent proxy. Although if they are able to see your IP, wouldn't you still be blocked :ermm:

if he goes to irc and present is case ( that is not a recent user and he allready given prove that is not a bad user) explaining that have a dynamic ip and with that proxy he would not be blocked they let him access again to the tracker using that fixed ip from that transparent proxy.
