They use the TTL on regular uploads, but all movie and tv pack uploads don't have the TTL and stay on the site as long as they have a seeder (and of course the packs are always free leech all year round).
Actually signups are open, but the current limit is 48,000 so only a few hundred slots available but they should be up to 50,000 by the end of the week.

SCC is now saying on front page and irc that FREE LEECH is enabled
