WTAW i have made new undergroundgamer review :)
well, i have an account on both swedvdr and DB and i'm not a nordic user.
so there is still a possibility to become a member by a trade of an existing account
it only makes swedvdr more difficult to join, not impossible to join for foreigners
so they are there to stay (unless there is a complete ban of foreign country, which is very unlikely)

Forumas, why would it stay level 1? It is not open sign up i think, and it hasn't been for a couple of months, it had closed invites for a while and now you get 1 invite/100 gb uploaded + 2 when you are promoted to PU.
Plus that you can join Danishbits even though you ain't nordic. I know one member who is from India that joined a week ago.
