In Canada we have a "blank media levy" which allows for private individuals making private copies. It is not relevant whether the source of the track is a pre-owned recording, a borrowed CD, or a track downloaded from the Internet. It is built into our Copyright Act, but the RIAA/MPAA (and their Canadian counterparts) have been lobbying for USA-style laws.

I generally think that itīs a good idea, however the correct distribution of the money to the different intellectual property owners might proof difficult.

Its impossible to amend it will be better if they introduce huge in reduction in prices which will benefit both Corporation & Public

Ammending Tax for piracy is like making piracy some sort legit assisted by government which will face huge debacle from law makers also most of the law in a country are made after consulting Corporates they will neva gonna let this happen as it might hinder thier sales volume and profit
In Europe & North America also Australia to an extent main problem arises from normal citizens as they share stuff rather than buying em which they think it is really trippin their sales so they will jus resort to scare tactics like they are doing now to prevent it Since the prosecution is done individual by individual not as a whole group
But In South America , Asia & Africa the threat of Piracy is not limited to common file sharers but to organizations to earn millions of dollars through piracy so threat of piracy differs from place to place and a common law is impossible to implement if implemented, will people who earn millions through piracy will give a damn about it ?
Even technically Tax calculation will be huge problem when implementing for such purpose

What you said is complete gibberish to me, with no connection to your opinion that 'they' (govt? corps themselves?) should lower prices to combat piracy. I hope you realize that most major corporations in this industry have already set their business model (prices) to max profits. The piracy lawsuits are an attempt to gain excess profits.
