Just read on Valves website in the help section, that will tell you what you need, where you can get it and so on.

Wait no, if you already have Half Life, all you need to do is download Steam (www.steampowered.com) than register an account and input your half-life cd-key.
well i ordered it anyways because my half life key is appartly used so o well i had a giftcard its okay

No, because they're two different games. It's like saying 'If i play UT2003 and my friend plays UT2004 can we play on the same server?' They both have completely different files.
You both either need to be playing 1.6 or CS:S, simple as.
They are two completely different games. You need each game to play it
Those 2 games are built on 2 totally different engines, meaning that they are in essence, 2 different games. Neither computer would understand what was going on if you played together, nor is it possible.
