How does one make a flash animation?

How do I make one and what software do I need? :unsure:

open PCcam.exe
start recording an avi
5 steps back
flash
stop recording and save the avi
open animation shop
import the avi
make sure to only get like every third frame or something
cut off beginning and end
resize and save
