The German Police made it clear they were going for a zero tolerance policy, good on them. Why should real fans, trying to enjoy the tournament, have to put up with the sort of shite who thinks that kind of behaviour is OK.

Eaqula blame can go to other countries fans though who have also been involved.
At the end of the day our behaviour is a vast improvement from before, even in 8 years its changed rapidly. France 98 i think was a very big wake up call to ALL countries.
