Childbytes has loads of foreign kids stuff rather than the UK stuff you are probably looking for. I've had the most luck off of demoniod or doing searches every now and again on btjunkie and grabbing stuff when I see it seeded.
try uknova for some older kids tv
childbytes is good for that.. it has cartoons like tom and jerry
