I found an image of a similar size as the one you linked, but much better quality.
You need to follow the same premise with any image you're going to be shrinking to such a small size. If there's any blurriness at all, then the image will appear very blurring once the size has been reduced.
To answer your question, the PNG I created my icon from, I reduced to 128 x 128.
