The best is Adobe Photoshop CS2. There are free alternatives, though. The Gimp and Paint.NET (http://www.getpaint.net/index2.html)
I do all my stuff in Macromedia Fireworks :dabs:
Yeah I use Fireworks as well.
If money doesn't matter, photoshop is ok for creating art, doesn't have to be the latest version either.
Gimp rawks, however, especially since it won't cost you anything.

I haven't even't bothered to install PS this time around, only using gimp nowadays.
If you just wanna smack a bunch of images together to create a rough animation, you can try: MS gif animator.
I used to use ulead gif animator as well.
If you were looking for something that produces finished sigs with just a few clicks or something, I've no idea what to get, tho'.
