ScT has never had signups, they started with invites from the first user, I belive..
FTN had signup, but not for long.. Dunno about the others :/ Maybe you can PM some of the owners, or lurk at IRC and ask?

Most sites were open at some point or another (or had plentiful invites), and their value changes periodically (ScT, FTN, ukt seem to be exceptions).
