He wont be disabled.. cause now he knows what he did wrong..

plus he could get banned again if they see his ip back
i don't think when they ban they hope that he will be back
If they notice the IP, which they probably will, he'll be banned and the inviter will mostly be warned.

if he has dynamic ip it will be ok just reboot the modem/router and get another ip
If your friend registers through another IP and another email address, he will be ok.
