I saw that in the news recently.
Unfortunately, this guy's proposal to destroy people's computers is stupid! A law in the USA is not always a law inthe UK, or anywhere else.
Before zapping a computer, who determines who is sharing copyright or public domain material?
What comes around, goes around! Trust me. A hacker (and there are plenty of them) will fight back, with a few ZAPS.

this whole idea doesn't sound good. It is sure to backfire.

we live in a world of hackers so if some kind of virus like that comes out someone will find the way to destroy goverment pcs like pentagon or nasa thats why they r not goin to make a software/virus like that relax... P2P rules bittorrent rules !

The whole idea behind this is stupid, destroying comps b/c of p2p.
No one has the right to destroy your computer regardless of activities
you perform on it. Computers are pretty expensive these days.
It would be like the police trashing your house and setting it on fire
because you stole some cd's at the music store.
What if you had something REALLY important on your comp?
