And if your acount was stolen, did you already talking with them in irc?
no they don't get banned, only if it's on the same email address. which it wont be. no i havent talked to them

Jeff234 go on the irc channel and talk with them, try to recover your account and ask them if your ip is blacklisted ;)

And yes you can get banned, if you register 2 acc´s whit the same IP.
Now you get banned, a few months ago you could do that.
