If you are banend because of a bad inviter, is your IP then banned too? Can you open another account if you have an invute?

BMTV does not have a member called scoopy, so either you're mistaken, or you were never a member at BMTV, or maybe you're totally and utterly banned+deleted.. :D
Oh, and by the way, the rumor about BMTV's staff being completely unreasonable is greatly exaggerated. I actually talked to a few of them a couple of times due to account problems and they were more than helpful and understanding. If you did not do anything bad and you're honest, they'll most likely treat you fairly.
pro267 they delete the banned accounts from their userbase. That's why you haven't found a "scoopy" username.
I asked once the help of a bitmeTV admin on behalf of my invitee and he helped us immediately! :yup:

the funny thing is you actually came to ask, just to make sure it was for the cheating.
i got also banned because of bad invite tree and it sucks, i think they are ruthless in this matter for no good reason, however i saw them reactivate several accounts that were disabled for non activity, so not all is lost.
