If you're trying to download from RevTT, then you have to PM a staff member to ask why the restriction was placed on the account.
However, of course if the restriction was placed on that account before it was traded, then only the original owner knows the full reason, and in general the reason why is cheating, or suspicion of cheating, so if the PMs were deleted prior to trading, then you're stuck with a lemon, cos the admin will know that you should know the reason for the restriction, so why are you asking? And you need to contact the staff member who placed the restriction on your account, so you need to know that before asking.
Looks like you might possibly have been taken for a ride, go back to the forum concerned and do the necessary.

it doesnt matter cuz if the previous owner didnt download anything the waiting time doesnt dissapear only if you met some requirements on your ratio and download:P
i am not sure if they say "you are not allowed to download" for wait time. Instead, the torrent simply won't download...until wait time is over.
