Both What.cd and waffles.fm show great promise because they seem to have snatched up some former OiNK users. Both trackers are having some performance issues at the moment, the good start seems to have caught them off guard. That means no invites on either tracker and some more issues on What.cd even.
Right now I'd choose between STMusic and Demonoid, because both are working well and while Demonoid is a good last resort for anything you won't find at first, STMusic runs stable with 40k+ users and 20k+ torrents.

so far waffles really is the best. by now 1.800 users have uploaded 11.000 torrents which is just incredible. and there's still freeleech.

I would say TheMusik, but since that is turning into a scene music tracker where users can upload home rips instead of a home rip tracker where users can upload scene rips, I'd have to say What.cd is the best for now, but I don't have a Waffles account so I can't really say.

stmusic ownz. waffles and what.cd have are good also but they lack peers becuz everybody is just uploading, until they get the peers stmusic remains the core

Althought VIPMusic is a great tracker for music, they will be shutting down soon. Right now I think that What.cd and Waffles are the top "OiNK refuges" around right now.
uh you do know there are 42,000 users in stmusic?
There's 1.8k users in waffles and they already have ~12,000 torrents. I don't think the amount of users really matters.
