I use Azureus when making .torrent files, but I don't upload enough to call myself an uploader :P

You could do it on many a programs. If you use utorrent, u can just use it to make your torrent. There are tutorials on how to do this

utorrent hands down the winner but i also use my seedbox lol but defenitely utorrent .

I use maketorrent v2.1. I find it very user friendly and have uploaded torrents to a number of sites with it without any complications.

Windows = uTorrent
Linux = mktorrent or buildtorrent. Both work well with a nice shell script :)
