That tracker has been going down a lot on its own, I highly doubt it's because of pressure from any authorities, maybe just a weak server.
I think 'What' has let in too many users too soon, nearly 50,000 and they can't cope. They should have kept the numbers smaller like Waffles have done and built it up slowly

Their tracker is always down, I think Occam's Razor will suffice here.
Why does everyone like to create panic everytime a tracker goes down....that should be a rule, anyone starts accusations like this get disabled privledges

I just think there are too many users...they've had some problems with their tracker in the past.
They're having trouble with there database on and off

It's just teething problems no need to panic about the IFPI lol...both what and waffles go down faster than a $2 whore, but what can you expect they've both blown up so fast it will take some time before they work it all out. Though waffles seems quite stable in the last week or two.

Never ceases to amaze me in my short time here to see how much people panic when a site goes down for a few hours.
What.cd has had issues from the get go. Once it gets more established hopefully these problems will be kept to a minimum. People do need to stop making threads about sites being down for a short amount of time. It happens.
