Are TL even open for invitations at the moment? Or do you literally want to have someone's account that is already there?
there are NO new registrations at TL right now. This may change, but thats how it is for the moment.
As for banning, TL is pruning accounts like crazy, things like IP+Pass change will be noticed I'm sure.
