Not sure about devoted, STMusic and Waffles have quite a bit i think, im sure Waffles has an underground section.

Also www.tapedown.com (My favorite) Garbage mixtape alert though. Still I like it. Even though I love underground Hip-Hop like Jedi Mind Tricks, Immortal Technique, Joel Ortiz, and Slim Shady (Old Eminem days). HHBase is good too, they seemed to have replaced albumbase that got shut down a few months agao.
